Services in Clayton
The Department of Public Works has the responsibility of operating and maintaining the Town’s electric system. The Town provides electric services to about 1,683 customers utilizing a drive-by remote read metering system and an in-house billing process. Maintenance is fully provided by Town employees.
Smart Utility Management provides engineering, system planning, rate and tarriff analysis, and other services. When calling for electric meter installation and maintenance, please allow 48 hours. Call the Town Office at (302) 653-8419 or use the Service Request Form.
Disconnections – If your service is disconnected for non-payment, you will need to pay your billing in full and pay the following re-connection fee to have your electric restored.

Capital Requirements
Long-term capital requirements are addressed through the annual capital budget with financing from developer contributions, use of system reserves, long-term debt, and an electric impact fee.
Electric infrastructure within new developments is paid for 100% by the developer and installed by contractors working under the Town’s directions. Electric infrastructure within developments, if acceptable, is transferred to the Town after completion.
Delaware Municipal Electric Corporation
The Delaware Municipal Electric Corporation, Inc. (DEMEC) is a public corporation constituted as a Joint Action Agency and a wholesale electric utility.
This corporation represents eight (8) municipal electric distribution utilities located in the State of Delaware. This was made possible by an act of the Delaware General Assembly on June 6, 1978 and was incorporated on July 12, 1979. It’s mission is to provide competitive, reliable energy supply and services to it’s customers.
The Town of Clayton is a State of Delaware municipality situated mostly within Kent County, with some parts of its incorporated area within New Castle County. With recent annexations, the Town is approximately 2 miles by 1 ½ miles in size. A larger unincorporated area south of Townsend, west of Smyrna and north of Hartly, Delaware is also referred to as Clayton, but is not served by the municipality.
